### Steps to Reproduce
1 Detail code in pic1 and pic2.
2 For example, when I push my figure on start tag(label), toolTips can't show. when I push my figure on dashed line, toolTips can show. I think the two parts are combined.
### Current Behavior
When I push my figure on start tag(label), toolTips can't show.
### Expected Behavior
When I push my figure on start tag, toolTips can show.
