State should listen to `globalout`

### Steps to reproduce
In any chart that has focus-blur effect.
Hover on an element to focus, other element are blur.
Move mouse quickly out of echarts area.

### What is expected?
The state return to normal.

### What is actually happening?
The focus state is kept.
