formatTime undocumented

### What problem does this feature solve?
Apparently there is user-facing functionality to format dates hiding at `echarts.format.formatTime`. However, this is not documented in the [API documentation](https://echarts.apache.org/en/api.html#echarts). References to it elsewhere are scarce and hard to find, but this seems like very useful functionality that users would like to reuse to format dates.
