- [x] I have searched the [issues](https://github.com/apache/dubbo/issues) of this repository and believe that this is not a duplicate.
When from 2.7.x upgrading version to version 3.0.5，consumer side actives cannot work in 3.0.5，
reference config like that:
i hope consumer side can join ActiveLimitFilter，but it have not。
I checked the file "META-INF.dubbo.internal/org.apache.dubbo.rpc.Filter" and found that the filter was deleted in version 3.0. Why delete it? Or is this a bug?
