[3.0] About metadata-report dependency

According to #8035 , I think users will be confused about the metadata-report dependency, maybe we can do some thing about it, here is my opinion:

1、If users who haven't add the metadata-report dependency, We shouldn't use metadata report center instead of throw an exception.
2、We add metadata-report as default dependency so users don't need to concern about it.

Does anyone have other suggestions ?
