[proposal]add an http&qos command to check active of the service and the network delay

Is it possible to add an http&qos command to check active of the service and the network delay?

Is it possible to check active of the service by adding an echoCommand in qos to echo detection, and print out the time to know the network delay?

I can do it if needed.
