[Bug] Registry. check=false is not available under multiple registration centers

### Steps to reproduce this issue

multi nacos registries solution, one registry center is not down, my consumer cannot invoker any provider，registry.chekc=false not use, nacos requestToServer error

### What you expected to happen

one nacos registry center cannot use ,Consumers should be able to call providers normally

No files or tests are named. Reproduce the issue with Dubbo 3.2.10 on JDK 21, multiple Nacos registries, and registry.check=false, then trace the Nacos requestToServer error; done means consumers can invoke providers when one registry center is unavailable.
