Observability task: When the rpc is abnormal, the time consumption should also be counted. In the 3.2 branch, the request that the rpc indicator burying point is normal has the time consumption result statistics. If there is an abnormal time consumption, it is not counted. It is necessary to add the rpc time consumption statistics for the abnormal location
