Problems with website

The Downloads menu link does not lead to a downloads page:
https://dubbo.apache.org/en/downloads/

The English releases menu item leads to a page in Chinese:
https://dubbo.apache.org/zh/docs/

The menu items on the English and Chinese pages are different.
For example, the Chinese page does not appear to have a downloads link at all

Open the English Downloads and releases URLs, then compare them with the corresponding Chinese pages and their menu entries. Trace the navigation definitions in the Hugo website source and verify that each link reaches the intended localized page. Done means the English and Chinese menus expose the expected items and their links resolve to the correct language and destination.
