[DSIP-47] Support query runtime metrics(TaskInstance/WorkflowInstacne) by project

- [X] I had searched in the [DSIP](https://github.com/apache/dolphinscheduler/issues/14102) and found no similar DSIP.

### Motivation

Right now, the metrics is group by worker, in some case, we want to know the running(or failed) tasks count(or some other metrics) by project, there is no way.
