[Feature][CI] CI about add new task type but not add to docsdev.js

### Description

we have many PR like https://github.com/apache/dolphinscheduler/pull/10640#pullrequestreview-1027041776 , adding a new task type in PR with the document but without adding it to docsdev.js. we should add a checker in our CI to avoid regression
