[Bug] Release fix for migration error

### What happened

Hello.
There is a fix to the upgrade to v1.0.3-beta15 here https://github.com/apache/devlake/pull/9068 but is not yet released into docker hub. Can you make a release soon so we can fix this problem or i need to do build the image myself?
