Support .arrows extension for Arrow IPC stream files

### Is your feature request related to a problem or challenge?

DataFusion can query an Arrow IPC stream file named `foo.arrow`, but the same file named `foo.arrows` fails with "table not found":

```sql
SELECT * FROM 'foo.arrows';
```

The Arrow FAQ (https://arrow.apache.org/faq/) recommends `.arrows` for IPC stream files. DataFusion should recognize `.arrows` using its existing Arrow IPC reader.
