chore: create Claude skill for release management

Thanks @alamb looks like the doc is more mature now and I'm thinking to create a Claude skill for release, will check it out next release / hotfix

Naturally the release process is multi step, involving multiple commands, checks, interactions, etc.

Create a Claude skill that can guide through the release process
