Add anchor links to individual config settings in Configuration Settings docs page

### Is your feature request related to a problem or challenge?

It would be very useful to be able to have links directly to individual config settings for sending to others (such as coworkers). Currently the only way to do that is a line link using the github ui.

config settings have an anchor (#) after them allowing for easy linking.
