### What is the problem the feature request solves?
The equivalent implementation for gluten/velox: https://github.com/apache/incubator-gluten/blob/main/docs/developers/VeloxUDF.md
Being able to implement rust + arrow for UDFs will be a great lift when porting UDFs across engines.
