Description

### What is the problem the feature request solves?

Comet has been incubating within Apache DataFusion for a little over two years and we are planning a 1.0 release next week. I thought it would be a good time to start discussing a possible/eventual path to becoming a top-level project within the ASF. Note that I am not suggesting that the project meets all the requirements today. Let's use this issue for the discussion.

DataFusion was promoted from Arrow subproject to TLP so we can learn from that process. Here are some relevant resources:
