Iceberg v3 Support

### What is the problem the feature request solves?

### Describe the potential solution

V3 tables can still use V2-compatible features. This means we can implement phasewise :

- Phase 1 (basic V3 support)
- while more complex features like DV support can be added incrementally in Phases
