Create empty shuffle read task

when i was implemted https://github.com/apache/arrow-ballista/pull/399,
run tpch-1g query-1 (1 schduler + 1 executor) got log:

Start with ShuffleReaderExec::execute in ballista_core::execution_plans::shuffle_reader and compare its local and remote shuffle file counts with the related shuffle_writer execution logs. Reproduce the TPCH-1G query-1 setup described in the issue and use the expected behavior to define what an empty shuffle read task should produce.
