Scala-Steward-created PRs don't run any CI checks

It's very important to run our normal CI checks, they get run for normal user PRs but not for updates from Scala Steward. There's a dependabot exclude in the .scala-steward.conf, but I don't think that applies to Scala Steward??

Start by inspecting the repository's CI workflow files and .scala-steward.conf to compare how normal user PRs and Scala Steward-created PRs are handled. Reproduce or trace a Scala Steward update PR, then verify that the normal CI checks run for it as they do for other pull requests.
