Chrome manifests ERR_CONNECTION_CLOSED when trying HTTPS and doesn't gets to fail about SSL certificate

## Description
After enabling SSL accordingly to the [manual](https://cwiki.apache.org/confluence/pages/viewpage.action?pageId=48203146) it doesn't works in Chrome and Safari.
It works fine in CouchDB 2.3.1 for MAC after downloading and running it from the downloads folder.

## Expected Behaviour

Chrome and Safari should warn about untrusted certificates or shown any other SSL related error.

Start with the linked discussion 3049 and SSL manual, then reproduce the HTTPS request using CouchDB 3.1.0 on the listed macOS environment in Chrome and Safari. Compare the behavior with CouchDB 2.3.1 and Firefox; done means the browser reports an SSL certificate-related error instead of ERR_CONNECTION_CLOSED.
