set color of the toolbar on top - the very top

hello, I'm looking for way to change the very top color (the white strip) above the webview.
I set "toolbarColor" to red, but only bottom toolbar is affected. I would appreciate any help with this. I really tried to find solution, but no luck. Thanks.
