Description

Which is the way this Cordova plugin should be for Timeout?

- iOS behavior: Timeout start before requesting permission
- Android behavior: Timeout start after requesting permission

I think iOS behavior is more reflective W3C, but Android behavior is intuitively useful.

Research direction

No source files or tests are named in the issue. First compare the iOS and Android permission and timeout flows, then resolve whether the timeout should begin before or after permission is requested according to the intended W3C behavior. Done means the project has an agreed, consistent behavior and coverage for both platforms.
