[Feature Request] Ability to check the "Precise" flag on the location permission

## Motivation Behind Feature
To know before making location requests if the accuracy will be within normal bounds, or to know if high accuracy on the returned location is due to user intention or poor GPS conditions.


The issue names no source files, tests, or platform entry points. Start by locating the plugin's existing location-permission handling on its supported mobile platforms and determine where a readable Precise-state result would fit. Done means callers can check that state before requesting location.
