Workaround
Stop/start the vm and attach the second data disk , no exception thrown
### What to do about it?
Cloudstack should support the attachment of multiple data disk to a vm on kvm arm64 host

Research direction
Start with the KVMStorageProcessor and LibvirtStorageAdaptor paths named in the log, then reproduce the second data-disk attachment on an ARM64 KVM host using the listed versions. Investigate the reported “No more available PCI slots” failure. Done means multiple data disks attach without requiring a VM stop/start.
