I can not Download Any Image Template
##### STEPS TO REPRODUCE
1- Create Template Template From any Instance
2- Image -> Template -> Download Template
3- I get Image Template Download Link With IP Address Of Secondary Storage VM But it Returned "The requested URL was not found on this server."
4- When I check SecondaryStorage SYSVM in /var/www/html/userdata PATH it does not provide any file for the image template and is null

After creating the download link, I got the following message: "The requested URL was not found on this server."
