Backport the SBOM generation and publication approach to the **Celix 2.4.x** branch.
### Scope
* Reuse the SBOM generation setup from main
* Generate an SBOM for a **Celix 2.4.x release**
* Publish the SBOM alongside the 2.4.x release artifacts
### Expected outcome
* One Celix 2.4.x release including an SBOM
