BuildStream is not currently packaged for Debian. Until that happen (if it happens at all), I think it would be a good idea to offer a .deb package to easy the installation for debian users
We can use the already existing `dpkg` plugin for this to generate it as part of a CI job: https://gitlab.com/BuildStream/bst-external/tree/master/bst_external/elements
