Add paging to http endpoint ListLedgerService

while in codereview of http endpoint -- #520 , there was good suggestion to make better paging for listLedgerService.

It might be need fair amount of work to implement it, which might also require changes to ledger manager interface. This can be collaborated with @eolivelli 's idea on metadata filtering.

Start with the HTTP endpoint ListLedgerService and the code-review context in issue #520. Review how the ledger manager interface is used and consider the relationship to the proposed metadata filtering idea. Done should mean that the endpoint has a defined, working paging behavior and any required ledger manager interface changes are covered.
