BP-48: Add R/W speed limit mechanism for entry files

This is the master ticket for tracking BP-48 :

This proposal mainly analyzes what disk performance problems may occur in the process of reading and writing entry files, and provides a solution to avoid these problems to a certain extent through the speed limiter, thereby improving the availability and stability of the bookkeeper cluster.
