[Website] Register Apache BifroMQ DOAP in the ASF projects feed

Part of #71 and #66.

## Decision and owner

@popduke, please decide the appropriate ASF submission path and carry the registration through. This issue is assigned only to you so the external ownership and decision are explicit.

## Current state

- The project DOAP is live at `https://bifromq.apache.org/doap_BifroMQ.rdf`.
- The file returns HTTP 200 and validates as RDF/XML.
- Apache BifroMQ is not currently present in the ASF projects feed.
- The required feed entry is:

## Where and how to submit

The canonical feed is:

- `https://svn.apache.org/repos/asf/comdev/projects.apache.org/trunk/data/projects.xml`

The GitHub repository `apache/comdev-projects` is only a mirror. Its [README](https://github.com/apache/comdev-projects/blob/trunk/README.md) explicitly says not to submit pull requests.

Choose one of these ASF-supported paths:

1. **Direct SVN update:** if you have the required ASF SVN access, add the `` entry to canonical `data/projects.xml`, following its existing committee/project ordering, and link the committed revision here.
2. **COMDEV request:** otherwise, create an ASF Jira issue under **COMDEV → Projects Tool**, provide the live DOAP URL and exact `` entry above, and ask a committer to update canonical SVN. Link the Jira issue here.

The upstream [new-project instructions](https://github.com/apache/comdev-projects/blob/trunk/README_NEWTLP) state that a project DOAP URL must be added to `data/projects.xml`; generated data is processed daily at approximately 02:00 UTC.

## Acceptance criteria

- [ ] The submission path is decided and recorded here.
- [ ] The canonical ASF SVN `data/projects.xml` contains the BifroMQ DOAP URL.
- [ ] The SVN revision or COMDEV Jira request is linked.
- [ ] After daily processing, Apache BifroMQ appears in the ASF projects data/site.
- [ ] The completed evidence is linked back to #71, then this issue is closed.
