[Feature Request]: Support Iceberg table maintenance functions

### What would you like to happen?

Allow Beam to perform admin maintenance operations:
- DataFile compaction
- Manifest File compaction
- Delete Orphan Files
- Expire Snapshots

Start off with Java implementations then expose them as SQL table CALL procedures, similar to Spark
