[Feature Request]: BigQuery Storage Write API Partition Decorator Support

### What would you like to happen?

Hi team.
I'm using apache beam for BigQuery data ingestion with **Method.STREAMING_INSERTS** and somehow when I use **Method.STORAGE_API_AT_LEAST_ONCE** partition decorator [1] not supported anymore. Any plan to support it ?
