[Task]: Add clients in the HCLS API in `dicomclient.py`

### What needs to happen?

Currently, the [Python Dicom Client](https://github.com/apache/beam/blob/master/sdks/python/apache_beam/io/gcp/healthcare/dicomclient.py#L100) supports `dicomweb_store_instance`. Other clients from [the API documentation](https://cloud.google.com/healthcare-api/docs/how-tos/dicomweb) should be supported, to further the capabilities and support of the API in this IO.
