[Task]: Bump HCLS API version from GA to Alpha/Beta

### What needs to happen?

Currently, the Beam Healthcare IOs leverage the GA version of the HCLS API. The version should be bumped to Alpha/Beta to provide users of this library with more feature capabilities.
