Use ruptures module for detecting change points in performance tests.

### What would you like to happen?

Right now, we use edivisive from https://pypi.org/project/signal-processing-algorithms/ to detect change points. This is not so popular package.

There is one package called `ruptures` - https://centre-borelli.github.io/ruptures-docs/ which is popular among python community. We can introduce this package to find change points for Beam's performance tests to. decrease noise.
