[Feature Request]: Add beam schema map support to bigquery toBeamRow

### What would you like to happen?

` public static Row toBeamRow(Schema rowSchema, TableRow jsonBqRow)` on line 630 in `BigqueryUtils.java` does not support Beam schemas with the FieldType `Map`.

Would be nice to have support for this since it is handled in other places in this package by the `getInferMaps` option.
