### What would you like to happen?
Finish work on bringing Python spanner IO's cross language implementation up to match the Java connector's configuration options.
Add cross language tests to verify the spanner IO functionality
Depreciate and remove the native implementation of Spanner IO.
Remove dependencies of the legacy IO: `google-cloud-spanner`, `grpcio-gcp`, `google-api-core`.
