Description
Intellij lets you configure issue navigation, so we could automatically navigate from BEAM-XXXXX to the JIRA website.
Calcite does this: https://github.com/apache/calcite/blob/94502f51e6a12cd53cec88b39d21b4fec6070428/.idea/vcs.xml#L13-L16
