[Beam Internship] Example Notebook w/ diary study

* Setup local jupyter lab environment based on [instructions](https://github.com/apache/beam/tree/master/sdks/python/apache_beam/runners/interactive)
* Write an example interactive beam notebook and take notes on improvement AIs throughout the process.
* The example notebook should be created under to [https://github.com/apache/beam/tree/master/sdks/python/apache_beam/runners/interactive/examples](https://github.com/apache/beam/tree/master/sdks/python/apache_beam/runners/interactive/examples) and sent out for review.
