Allow disabling Gzip on BigQuery streaming writes

I need to be able to call setDisableGZipContent(true) on the insertAll method executed here:

Right now, about 50% of our Dataflow CPUs are being consumed just in libzip for the GZIP compression of BigQuery streaming writes.

I have no idea what component to file this under, so please change it to the appropriate one.
