Description
It would be useful to have TTL of docker images saved in gcr while testing Portable Flink tests. If TTL is not possible then the solution would be to clean up images with test tear down.
Imported from Jira [BEAM-7786](https://issues.apache.org/jira/browse/BEAM-7786). Original Jira may contain additional context.

Research direction
Start with the Portable Flink runner's test setup and teardown, then inspect how test-created Docker images are pushed to GCR. Determine whether a GCR TTL can be configured; otherwise define cleanup during teardown and verify that test images are removed after execution.
