Add documentation somewhere explaining how to use the vet runner.
This is a tracking bug for a TODO in [vet.go](https://github.com/apache/beam/blob/master/sdks/go/pkg/beam/runners/vet/vet.go). If none of the TODOs there are labelled with this bug anymore, then it's safe to close this.
