Description
Like PR [https://github.com/apache/beam/pull/5935](https://github.com/apache/beam/pull/5935) but for Python - except Python would need to start the given portable runner's JobService endpoint using a fat jar / binary, whereas Java can instantiate it directly. Corollary: all portable runners need a fat jar / binary.
