Description

This might make more sense from a user perspective.

Note that this will be a breaking change, and should not be addressed until the next breaking release (3.0)

IO in java needs to be similarly updated.

Imported from Jira [BEAM-2336](https://issues.apache.org/jira/browse/BEAM-2336). Original Jira may contain additional context.

Research direction

Start by reviewing the linked BEAM-2336 Jira issue and locating the TfRecordIO implementation and its corresponding Java IO implementation. Determine the intended removal of the default coder and the compatibility implications for the 3.0 breaking release; done means both implementations reflect the agreed behavior.
