### Describe the enhancement requested
When working on https://github.com/apache/arrow/issues/47797 the use of Python install manager was possible for the PyArrow Windows wheels build step, but not for the test step.
The reason for this could be that the base setup for build and test is different and does not allow the install of pymanager for the test step. This needs to be investigated though.
