### Describe the enhancement requested
This is the sub-issue opened which is part of https://github.com/apache/arrow/issues/48151.
This enhancement is opened to track the fixes for "Types" logic (both cc & h files) to enable support on Big-endian (s390x) platforms.
The fix has been tested on s390x platforms and it works fine. The fix has also been tested on x86 arch, just to make sure its no new regression introduced with this fix.
