[Docs][Python] Add more levels of nesting to top-level Python docs

### Describe the enhancement requested

Looking at e.g. https://arrow.apache.org/docs/python/, the subtopics in the left-hand menu are long and could be easier to skim and understand if we added additional levels of nested like in the C++ docs
