### Describe the enhancement requested
We could make CSV support in PyArrow configurable (e.g. with a `PYARROW_WITH_CSV` flag), and skip building the CSV module if it’s not available in the Arrow C++. Currently PyArrow build will fail with an error if Arrow C++ is not built with CSV support.
This is not something urgent at the moment, but could be interesting for users that want a really minimal pyarrow installation.
