### Describe the enhancement requested
Following up on [a comment](https://github.com/apache/arrow/pull/38267#issuecomment-1762704718)
in https://github.com/apache/arrow/pull/38267, it would be good to describe the how to troubleshoot S3 in the [debugging section of the R developer docs](https://arrow.apache.org/docs/r/articles/developers/debugging.html) using the new environment variable https://github.com/apache/arrow/pull/38267 adds.
